This preliminary notification constitutes EARLY notice of events of POSSIBLE national security or Dublic interest significance. The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff as of this date.

Subject:

NEWS ARTICLE IN MOLINE DAILY DISPATCH APRIL 26,1977(See PNS-77-19 dated April 21,1977)

A front page article entitled " FBI Probing Cordova Security" appeared l

in the subject newspaper and outlined several allegations made by three ex-guards who were employed at the Ouad-Cities site by Pinkerton.

The allegations related to such matters as doors to vital areas found open but not properly recorded as per instructions from management; that i

radiation detection procedures are lax; that intoxicated workers have l

been allowed on the plant site and that unidentified truck drivers are j

permitted on the site without adequate escort. The news article con-tains the names of the ex-guards who made the allegations to the newspaper reporter.

Region III is currently conducting a physical security inspection at the site, an investigator is arranging to interview the allegers for further details and two health physicists are evaluating radiation protection practices.

l There has been heavy news media interest in this matter, including national news services.

Region III is responding to the media requests for information.

Commonwealth Edison does not plan to issue a press V

7{O release at this time.

The Springfield, Illinois Field Office of the FBI has conducted a pre-l liminey inquiry and has forwarded the results to the Department of Justice.via FBI HQ to determine if further FBI involvement is warranted.
