_This preliminary notification constitutes EARLY notice of events of POSSIBLE national security or public interest significance. The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff as of this date.
SUBJECT:
ANTINUCLEAR DEMONSTRATIONS SCHEDULED FOR WEEKEND OF APRI,L 30, 1977 The past thirty days have seen a marked increase in newspaper reports regarding a series of antinuclear demonstrations during the weekend of April 30, 19773 at various nuclear power plant sites throughout the United States. Most such accounts have focused upon statements by the " Clamshell Alliance" concerning their plans to field up to 10,000 demonstrators at the Seabrook site, even though no significant con-struction has been undertaken at that site. Other press accounts have reported that various local groups are planning to mount "non-violent" demonstrations at facilities in their areas, especially, the West Coast, New England, and Great Lakes areas.

Information thus far received by the NRC supports the press accounts.

There is no evidence to date that any group plans either a takeover or violent confrontation at any facility containing licensed nuclear l
material.
All Regional Offices have been provided any pertinent information possessed by the NRC. Facilities named in the accounts are aware of the possibility of demonstrations at their sites. No further action is planned.
