l PRELIMINARY NOTIFICATION OF SAFEGUARDS EVENT--
PNS-78-23 This preliminary notification constitutes EARLY notice of events of POSSIBLE national security or public interest significance.
The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff as of this date.
Facility:
Millstone Nuclear Power Stations Unit Nos. 1, 2, 3 Northeast Nuclear Energy Company Waterford, Connecticut (DNs50-245,50-335,50-423)
Subj ect:
BOMB THREAT On May 25,1978, at approximately 7:55 a.m. a security guard on duty at Unit No.1, received what appeared to be an internal telephone call from an unidentified male.
The caller, whose voice was muffled, stated a bomb was going to go off at Millstone Point between 9:00 a.m and 1:00 p.m.
The caller did not specify whether it would be Unit No.
1, 2, or 3.
Emergency bomb threat procedures were initiated and will remain in effect until 1:00 p.m.
Searches are being conducted of all three sites.
Appropriate incal law enforcement agencies have been notified and are standing by.
An NRC inspector is onsite and will keep Region I advised.
Media interest is expected because of public interest in nuclear energy.
I The State of Connecticut has been informed.
A press release is not planned by the licensee nor NRC.

C NRC, Region I, (Philadelphia) received notification of this occurrence by telephone from an NRC inspector onsite at 8:15 a.m. on May 25, 1978.
