PRELIMINARY NOTIFICATION OF SAFEGUARDS EVENT-- PNS-78-ll 1

This preliminary notification constitutes EARLY notice of events of POSSIBLE nati.)nal security or public interest significance. The information presented is .s initially received without verification or evaluation and is basically all that is known by IE staff as of this date.

B0r*D THREAT On March 10, 1978, Suffolk County Police, Yaphank, NW York, received an anonymous telephone call at 9:25 a.m. from a man who said that a bomb would go off at the Shoreham Nuclear Site at 5:00 p.m. on that date. The caller then terminated the call and gave no further details. The police immediately notified the licensee and arrived at the site at 9:30 a.m. but did not partici-pate in the bomb search of plant buildings which was immediately conducted by construction superintendents with negative results. The licensee did not inform anyone onsite, except those who conducted the search, and did not evacuate the site. Approximately 3,000 construction workers and 50 watch-men employed by the contractor were onsite at the time of the incident.

The licensee reported the incident to the FBI at approximately 9:15 a.m. on March 13, 1978, tiedia interest is expected because of current interest in the entire nuclear industry. The State of New York has been informed. A press release is not planned by the licensee or NRC.

The Information Assessment Team was notified. l NRC, Region I, (Philadelphia) received notification 'of this occurrence by C' telephone from a licensee representative at 9:25 a.m. on fiarch 13, 1978.
