COMPLETION OF LICENSING ACTION FOR GENERIC LETTER 91 -VIRGIL C. SUMMER NUCLEAR STATION (TAC NO. M82473)

Dear Mr. Taylor:

The U.S. Nuclear Regulatory Commission (NRC) issued Generic Letter (GL) 91-11 " Resolution

' of Generic issues 48 'LCOs for Class 1E Vital Instrument Buses,' and 49 ' Interlocks and LCOs -

for Class 1E Tie. Breakers' Pursuant to 10 CFR 50.54(f)," on July 18,1991. The GL required licensees to certify that procedures exist which contain time limitations and surveillance requirements for vital instrument buses, inverters, or other onsite power sources for vital

instrument buses, and tie breakers. Licenses were required to justify why procedures were not l needed, if procedures did not exist.

Your January 27,1992, response to GL 91-11 indicated that procedures for time limitations and surveillance requirements are in place at your site. We have reviewed your response, and find that it meets the reporting requirements set forth in GL 91-11. This completes our activities on l
