January 24, 1978 PRELIMINARY NOTIFICATION OF SAFEGUARDS EVENT--

PNS-78-02A This preliminary notification constitutes EARLY notice of events of POSSIBLE national security or public interest significance.

The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff as of this date.

FACILITY: Seaway Salvage Company (Non-Licensee)

Buffalc, New York

SUBJECT:

CONTAINER MARKED "PU 239", FOUND IN METAL SALVAGE YARD The container referred to in PNS-78-02 was appropriately packaged and l

transported to the Bettis Atomic Power Laboratory, West Mifflin, Pennsylvania by NRC Region I (Philadelphia) personnel on January 12, 1978.

The conteiner was subsequently subjected to a variety of tests I

and analyses which disclosed no radioactivity in excess of normal background.

Additionally, radiography by US Army Explosive Ordnance Disposal personnel disclosed no evidence of either SNM or an explosive 1

device The container was finally opened on January 23, 1978 by Bettis I

pers el and found to contain only three metal screws.

No radioactivity in excess of background was measured inside the container. A Region I representative was present during the opening of the container, and will transport it to Region I where efforts are already underway to determine g/

the origin of the container.

The FBI when advised of the foregoing indicated that they no longer have
