VOGTLE ELECTRIC GENERATING PLANT REQUEST TO REVISE TECilNICAL SPECIFICATIONS ADDITIONAL FUEL STORAGE RACKS FOR UNIT 1 FUEL STORAGE POOL RECOMMF,NDED LICENSE CONDITIONS By way ofletters LCV-0828-C c.nd LCV-0828-D, dated May 19,1998, Southern Nuclear Operating Company (SNC) provided responses to the request for additional information (RAI) received on April 10,1998. The letters also included responses to questions from the Staffin addition to the RAl.
In letters LCV-0828-C and LCV-0828-D, SNC recommended a set of commitments to become license conditions in Appendix D of Facility Operating Licenses No. NPF-68 and NPF-81. These commitments addressed spent fuel pool temperature and heat load

management. SNC recommends that the above-referenced commitments be superseded by

l commitments 1 and 2 below.

Unit I re-racking operations, to become license conditions in Appendix D of Facility MO '/
j Operating License NPF-68.
Commitments I through 4 are recommended to be incorporated in Appendix D of Facility Operating License No. NPF-68. Commitment 2 is also recommended to be incorporated in Appendix D of Facility Operating License NPF-81.

- 1. The spent fuel pool heat loads will be managed by administrative controls. These controls will be placed in applicable procedures prior to transferring irradiated fuel into I
the Unit I spent fuel pool.
- 2. The UFSAR will be updated to include the heat load that will ensure the temperature limit of 170 *F will not be exceeded, as well as the requirement to perform a heat load l
evaluation prior to transferring irradiated fuel to either pool. This will be included in the next appropriate UFS AR update following the installation of the Unit I spent fuel racks.
- 3. A temporary gantry crane, with a hoist rated for 20 tons, will be erected on the l
existing fuel handling bridge rails to move the racks within O spent fuel pool area.
This commitment will be implemented prior to commencing re-racking operations.
- 4. All applicable crane, load path and height, rigging and load testing guidelines of NUREG-0612 and ANSI B30.2 will be implemented prior to and during re-racking operation:1, as appropriate.
