PRELIMINARY NOTIFICATION OF SAFEGUARDS EVENT--

PNS-78-47 1

This preliminary notification constitutes EARLY notice of events of POSSIBLE national security or public interest significance.

The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff as of this date.

FACILITY: WOLF CREEK, UNIT 1 Kansas Gas and Electric Company DN STN 50-482 l

SUBJECT:

BOMB THREAT On September 18,1978, at 7:32 a.m., the licansee received a bomb threat over the Daniel International switchboard at the Wolf Creek site.

A clear, distinct male voice said, "There is two bombs on the job that is set for today," (sic) and hung up immediately.

No background noise was heard.

The Daniel Project Manager was notified of the call.

He promptly notified the licensee and the Coffey County Sheriff's department.

The sheriff responded immediately and came to the site to initiate a search.

The Kansas Highway Patrol, Kansas Bureau of Investigation and Federal Bureau of Investigation were notified.

The site was not evacuated on the advice of the Sheriff and the Daniel International Headquarters. However, all personnel were notified that they could leave if they so desired. Approximately 100 people left.

The search of two and one-half hours did.not reveal..any bombs._ _ ~.. [.

The site is under construction and is approximately 17% complete.

Although no press release was made or planned by the Utility or RIV, the Utility related the incident to the Daily Republican in Burlington, Kansas 2

and informed them af ter the search that it was a hoax.

Region IV ( Arlington) received notification at 2:30 p.m., September 18, 1978, from an RIV inspector, who was on site at the time.
