Public Meeting Summary NRC Oversight Panel for LaSalle County Station June 2.1998. Manacement Meetina Summary:

The licensee provided the NRC Oversight Panel with a handout (Enclosure 2) and discussed the information contained in the handout during the meeting. The discussion centered around the status of the LaSalle Restart Plan and the various steps necessary for Unit s restart. The areas discussed also included the integrated schedule, the status of system readiness reviews, and human performance. During the licensee's presentation, the licensee addressed NRC questions and comments.

The licensee indicated the following with regards to the effectiveness of improvement actions and current plant performance:

l Departmental Readiness Assessments were ongoing and the licensee indicated that the

reviews would be completed by the end of June 1998. Commonwealth Edison (Comed) corporate would convene a board to evaluate tN readiness of LaSalle to restart. The corporate board, which will convene in July 1998, will review site reports, conduct its own independent assessment through discussion's with plant staff, and provide a report and recommer dations regarding the restart of LaSalle.

Tne licensee addressed the integrated schedule and outage performance and indicated that the outage was progressing, although problems with schedule adherence continued.

However, the liesnsee was confident that the current restart date was accurate.

Several corre@e actions were implemented by the licensee to address the problems

+

with schedule adherence. Some of the corrective actions discussed by the licensee included programmatic changes such as focussing on system completion schedules l

instead of outage windows where bulk work was being performed. The licensee also

[

reconfigure its Outage Execution Center (OEC) by replacing some personnel, changing i

the OEC focus from providing the status of work in the outage to managing the i

completion of the work, and increasing management support to testing activities.

The System Readiness Reviews were continuing and some systems were reviewed by L

the system engineers and tumed over to operations for final system operability testing, i

System readiness reviews were discussed by the licensee.

The licensee presented findings from an evaluation of a high pressure core spray (HPCS)

L pump test evolution. The evaluation was conducted as a pilot of the licensee's Integrated Operations Performance Review (IOPR). The IOPR was intended to assess the readiness of LaSalle Station operations personnel to support the restart of Unit 1.

The overall assessment of the HPCS observations to support the IOPR pilot was average, as evaluated by the licensee. Negative findings from the observations were primarily attributed to performance standard adherence issues.

During the discussion, the NRC staff communicated the following considerations:

The extent to which the core damage frequency may have changed due to the modifications and maintenance ca plant systems was requested by the NRC. The licensee would review the issue and provide feedback to the NRC.

Additional information was needed to ascertain the status of the licensee's review and assessment schedule to ensure that the NRC Restart Readiness inspection was adequately planned and the time of the inspection was appropriate. The licensee indicated that information regarding the restart readiness reviews completed and the schedule for completing the remaining reviews, including corporate reviews, would be provided at he next meeting.

The NRC questioned the licensee's readiness to restart in the human performance area.

The licensee's restart criteria was not being met in the human performance area and the licensee indicated that human performance was not yet acceptable for restart, although some positive trends, such as the decreasing error rate, were observed. However, additional data was needed to ensure that organizational improvement efforts were effective.
