Pr MMTi PRELIMINARY NOTIFICATION' September 5, 1978 PRELIMINARY NOTIFICATION OF SAFEGUARDS EVENT PNS-78-45 This preliminary notification constitutes EARLY notice of events of POSSIBLE national security or public interest significance.
The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff as of this date.
SUBJECT:
UNAUTHORIZED ENTRY TO SITE BY INT 0XICATED PERSON -
COOPER NUCLEAR STATION (DN 50-298)
About 8:00 p.m. on September 2,1978, the local sheriff informed the Station Superintendent that he had received a report that someone had jumped off the Missouri River Bridge three miles upstream of the Cooper Nuclear Station.
About a half-hour later, a twenty year old man was apprehended inside the protected area by site security personnel.
The individual was intoxicated and very confused, as well as wet and cold from apparent exposure to the river.
He explained that he had entered the site to search for a telephone.
The Station Superintendent indicated that the individual was a person from the local community and known by station personnel.
The security personnel turned the man over to the local sheriff for booking.
No press release was made or is planned by the licensee or Region IV.
The license *e's security system required under 10 CFR 73.55, is not fully operational as yet.
This Preliminary Notification is issued for information only and IE will
