The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff as of this date.

SUBJECT:

B0MB SCARE - UNIVERSITY OF NEW MEXICO NUCLEAR ENGINEERING LABORATORY (Docket No. 50-252)

A small homemade pyrotechnic device was found at approximately 9:20 a.m.

CST September 1,1978 on the roof of the Nuclear Engineering Laboratory.

The laboratory and the AGN 201 reactor are housed in an earthen concrete blockhouse with a roof of approximately three feet of dirt between two five inch concrete slabs.

Two students had been sent to the roof to remove weeds growing in dirt which had accumulated on the roof.

The two students discovered a Band-Aid can wrapped with duct tape in the vicinity of an air duct protruding out of the roof.

There was a partially burned paper fuse attached to the can.

The University of New Mexico campus police were called, who in turn called the Albuquerque Police Bomb Squad.

The Bomb Squad removed the object to the football field where the lid was blown open.

The Band-Aid can was stated to contain approximately 50 paper match heads and what appeared to be gravel.

From the faded and weathered condition of the Band-Aid can, it could have been on the roof for several months.

The FBI was notified at 3:35 p.m. CST by Region IV.

The licensee plans to initiate periodic inspections of the facility roof in the future.

The licensee and Region IV do not plan to issue a press release.
