O PRELIMINARY NOTIFICATION I
August 21, 1978 PRELIMINARY NOTIFICATION OF SAFEGUARDS EVENT--
PNS-78-40
_This preliminary notification constitutes EARLY notice of events of POSSIBLE national security or public interest significance.
The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff as of this date.

Davis-Besse Nuclear Power Station Port Clinton, Ohio Toledo Edison Company (DN 50-346)
Subject:
BOMB THREAT Toledo Edison Company informed Region III (Chicago) that three bomb threats were received between 9:30 p.m. and 10:30 p.m. on August 18, 1978. The threats were received at the Units 2/3 Construction site by contract guards (Pinkerton) who are employed by a Construction company, not the licensee. The caller was described as a male, slurring his words.
Music was heard in the background.
The licensee initiated bomb threat procedures at Unit 1 (operating) and subsequently discovered a
suspicious device" in an unoccupied trailer within the Unit 1 protacted The device was a metal "bandaid" box with wires protruding which area.
were connected to a battery.
Inside the box were what the Licensee i
described as a "mercroid switch" and a " transformer." There was no explosive O{
material.
I The Ottowa County Sheriff responded to the site and the FBI was notified.
The licensee stated that the FBI would be on site on August 21, 1978 to 2) look into the matter.
The Explosive Ordnance Disposal unit at Ricken-backer Air Force Base was notified but did not respond.

A press release has been issued by the licensee.
Region III does not intend to issue a press release.
State of Ohio, Department of Health, Division of Radiological Health notified.
RIII (Chicago) received notification of this event by telephone from Toledo Edison at 10:00 p.m. on August 18, 1978.
