Notice of intent to Dispose of Clean Surveyed Building Debris at Landfill

Dear Messrs. Chaney and Wesley:

As you are aware, General Atomics (GA) is actively implementing site-wide decom-missioning activities following two (2) decommissioning plans, each of which was approved by both the U.S. Nuclear Regulatory Commission (NRC) and the State of California Department of Health Services, Radiologic Health Branch (State). The first of these plans is the " General Atomics Hot Cell Decommissioning Plan," and the second is the " General Atomics' Site

.g Decommissioning Plan." During the course of performing these decommissioning activities there has been a need to dismantle all, or certain portions, of selected buildings. These activities have resulted in the generation of building structural debris and other materials that are not radiologically contaminated (i.e., only background levels detected) which GA needs to dispose of off site.

f Currently, GA has significant accumulations of such non-contaminated building structural debris (concrete / cement block, and asphalt (~5,000 ft ]) and recyclable material (e.g., lead shielding material, (-200 ft ]) from its various decommissioning activities. The majority of these materials came from GA's Het Cell Facility (HCF), portions of its LINAC complex and radio-chemistry / bunker facility. The continued staging / storage of these materials on site willinterfere with the efficient continuation of decommissioning activities. Thus, GA has an urgent need to dispose of these materials off site.

GA has performed and documented appropriate radiological surveys and/or measurements demonstrating the material is not contaminated. Thus, GA intends to send the subject material to a local landfill (e.g., Miramar Landfill), or recycle facility, as appropriate, for j

i accumulation of non-contaminated debris and recyclable material by sending them off site in f

thirty (30) days unless advised to the contrary.

696/ CAL-2919 State of California, Radiologic Health Branch June 3,1998 - Page 2 After dispositioning of its inventory of non-contaminated debris and recyclable material in 30 days, GA will begin accumulating additional such material as a result of continuing decom-missioning activities. When a significant volume is again accumulated, GA will once again provide notification and a 30 day opportunity to inspect the subject material prior to its shipment off site.

As a point of interest to the State, it is to be noted that GA's decommissioning activities have been, and will continue to be, routinely and regularly inspected by the U.S. Nuclear Regulatory Commission staff from Region IV (e.g., Messrs. Charles Hooker and Dean Chancy).

The NRC has confirmed the validity of GA's radiological measurements and surveys by review-ing its health physics procedures, observing the conduct of surveys and sample collection, as well as inspecting GA's Health Physics Laboratory (including procedures and calibrations, and comparison of the results of analyses of split samples).
