.c p I thank you and Representative Michael Forbes for allowing the voice of the people who live on the eastern and of Long Island, NY to be given the opportunity to publicly comment on the opening of the Millstone Nuclear Reacter 3 in Millstone, Connecticut, which is located slightly more than 10 miles away from us.

I am unable to attend the meeting scheduled for May 26th in Jamesport, so I have decided to write end express my feelings regarding this most serious of decisions.

As you know, it was determined that duo to.the infeasibility to safely evacuate Long Island residents in the event of a nuclear accident at the Shoreham Nuclear Power Plant, the plant was shut down'and decommissioned.

The voice of the 3+

million people who live on Long Island said, "NO!" to this plant and they were heard.

The Millstone Nuclear Power Station is as close or closer to un 'than the Shoroha.n Nuclear Power Plant.

Millstone 3 was shut down in 1996 due to operational safety problems. Millstone i was closed in 1995 when one of its emergency cooling systems was declared unable to operate safely.

facilities have not operated safely by both the utility companies who own them, nor by yeur agency who is ultimately responsible for monitoring these facilities.

It is common knowledge that nuclear facilitime periodically omit radioactive materials into the air, water, and soil.

To believe that we the pecple think this is acceptable is n

inccrrect.

The radioactive plume that is presently spreading from a so called monitored government reactor, the BNL, has recently shown that sediment in the Peconic River is contaminated, as is the ground water, sell, and the animals that live in and around that nuclear facility.

It would be I

both naive and ignorant to dismiss the serious health hazards incurred from the emissions of these nuclear facilities.

Cancer rates are soaring.

Island are presently conducting investigations into the j

reasons for the unusually high incidence of unusual centers in our children and our adults.

Fork, we have identified a cluster of children dying from all serts of cancers.

Wouldn't it be a terrible thing to think that based on your decision to open yet another nucimer reactor, you could be endangering the lives of so many innocent people, all in the name of supplying edequate electricity to run air conditioners? How many of you have had first hand experience watching a child, a grandchild, or a friend die unnecessarily due to one of your decisions to allow a cangerous nuclear facility to be allowed to be put on line, only to be shut down cue to safety issues.

Once the damage is done, i t's done !

It is comforting to know that Northwest Utilitics Eystems has stated that they take safety issues mest seriously.

Lilce said the same thing.

The NRC, states the same thing, and yet the PNL. which is a government f acility, under your jurisdiction, has contaminated #any parts of our beautiful island, killing our population slowly and cruelly.

It is a known fact in the field of science, health, and genetics, that radiation causes, cancer.

There 1S no threshold for the amount of radia tion needed to produce mutations in our cells.

The majority of mutations in an organism are not considered safe changes for tha t organisn's survival.

Even the smallest amounts of radiatier causes damage to our bodies.

The issue of safely storing nuclear weste is yet another issue which you have not resolved.

How many of you on the commission would build your homes near a nuclear dump site?

i The evacuation issue is still a major issue for the people who live on Long Islend, especielly those of us who live on j

the eastern end of the Island.

It was Droven that there is l

no safe evacuation for us.

We are down wind from the Millstone Plants more than 257. of the time.

Taking all these issues into account, it is unreasonable to think that these plants sheuld be allowed to reopen.

I ask you to say, "NO!" to the restarting of any of the tillstone Nuclear Reac tors.
