Change to a Regulatory Commitment, Notice of Violation (NOV) 70-7002/97011-01 On January 5,1998, USEC submitted a response to the subject NOV (reference USEC letter GDP 98-2001). This violation concerned three First Line Managers (FLMs) who performa vork under procedures containing nuclear criticality safety approval requirements and had not 4eceived nuclear criticality safety (NCS) refresher training as required by procedure.

USEC's response to this violation committed to the following action:

"A management team has been appointed to address issues which lead to or contribute to training requirement deficiencies. This team will develop corrective actions to reduce the present number of training delinquencies while ensuring compliance with the SAR and TSR is maintained. Subsequent to this team's report, a supplemental response to this NOV will be submitted to NRC by June 15,1998."

Subsequent to USEC's response to the subject NOV, on May 29,1998, NRC issued Inspection Report (IR) 70-7002/98008. This IR contains an NOV (i.e.,98008-01) concerning the failure to: 1) develop and maintain training requirement matrices; 2) identify personnel requiring indoctrination training; and 3) place work restrictions on or remove employees from duty where training is deficient Since the issues described in IR 98008 are similar to the deficiencies identified in NOV 97011-01,

. USEC believes it would be more appropriate to hoaden our response to NOV 98008-01, which is due to NRC by June 29,1998, to ensure it also includes actions to reduce the number of training deficiencies that led to NOV 97011-01.

g; Accordingly, USEC is deleting our commitment to submit a supplemental response to NOV 97011-

._01, and instead will. ensure that our response to NOV 98008-01 is broad and comprehensive to h

address deficiencies in the implementatim of the plant training program.
