Dear Mr. Miller:

On February 28,1997, the U. S. Nuclear Regulatory Commission (NRC) issued Confirmatory Action Letter (CAL) No. Rlli-97-003, to document your commitments to address the self-identified Nuclear Criticality Safety Approval (NCSA) implementation problems for the Building C-400 cylinder wash operation. Your evaluations and Event Report Numbers 31810 and 31834 indicated a loss of NCSA controls for the Building C-400 cylinder wash operation.

The CAL documented various planned corrective actions to improve Nuclear Criticality Safety

- and improve performance of your Building C-400 cylinder wash operation.

The NRC evaluated the CAL activities and determined that the CAL commitments and corrective actions were completed. As documented in References 3 and 5, the NRC evaluation consisted l~

of a review of maintenance and surveillance activities, NCSAs, procedures, and plant change documents associated with the restart of the Building C-400 cylinder wash and hydrostatic

testing operations. The NRC also performed a detailed walk-through of the area and procedures p
