amendment application regarding the Davis-Besse Nuclear Power Station (DBNPS), Unit Number 1 Operating License Number NPF-3. The subject application, License Amendment Request (LAR) Number 97-0002, dated December 23,1997 (Toledo Edison

j Communications and its Bases to the Updated Safety Analysis Report (USAR) Technical Requirements Manual (TRM); and the addition of TS 3.0.6 and associated Bases regarding i

1 the return to service of inoperable TS equipment.

- This supplemental information is provided in response to a verbal request from the NRC Staff to clarify several issues, as described in further detail below, regarding t.he portion of the application relative to the proposed relocation 'of TS 3/4.9.5 Refueling Operations -

Communications and its. Bases to the USAR TRM.

' Following NRC approval and issuance of the proposed license amendment, the DBNPS will" add the appropriately reformatted TS 3/4.9.5 and its Bases into the USAR TRM concurrently with its removal from the TS. This action will be accomplished within the amendment implementation period specified by the NRC in the license amendment.

L Perforrning these actions concunently will provide assurance that the requirements for refueling operations communications will remain in effect continuously.

Relative to proposals to relocate TS requirements to other licensee-controlled documents, the NRC's " Final Policy Statement on TS Improvements for Nuclear Power Reactors",

s (58 FR 39132 dated July 22,1993) provides guidance that the license amendment request include a statement that the proposed changes "have been approved by a multidisciplinary group of responsible, technical supervisory personnel, including onsite operations

personnel." The DBNPS confirms that all license amendment applications, including the

.- subject license amendment application, are reviewed by the Station Review Board prior to submittal to the NRC. The composition of the Station Review Board is described in TS Section 6.5.1.2, Administrative Controls - Station Review Board (SRB) - Composition.

The SRB review meets the above-mentioned guidance.
