January 20, 1978 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-78-09 This preliminary notification constitutes EARLY notice of an event of POSSI3LE safety or public interest significance.

The information presented is as initially received without verification or evaluation and is basically all that is known by IE-staff on this date.

Subject:

ALLEGATION CONTENDS EARTH FILL USED IN CHICAGO, ILLINDIS PARK CONTAINS THORIUM RESIDUE A private radiation safety consultent informed RIII (Chicago) by telephone on January 19, 1978, that he had been hired as a consultant by the Chicago CBS TV Station to investigate a report from a yet unidentified source that twenty million tons of earth fill containing thorium residues had been deposited in the construction of a large Chicago, Illinoit lakefront g

park (GrantPark). The consultant indicated the fill was reported to

have originated from a predecessor of a current licensee in West Chicago, Illinois.

RIII contacted the CBS TV reporter and the State of Illinois Department f

of Public Health (IDPH) and learned that CBS TV had contacted the IDPH

on January 18, 1978. IDPH personnel agreed to conduct a survey of the park on January 20, 1978. RIII arranged for a representative of Argonne lg.

National Laboratory's Environmental Impact Studies Division, who have i4 been conducting the thorium surveys around the Kerr-McGee property in g

West Chicago, to conduct a survey at Grant Park in conjunction with J

IDPH on January 20,'1978.

The private consultant also plans to conduct N

a survey of the park on January 20, 1978, t:

Chicago Department of Health (CDH) representatives have been informed of the survey of Grant Park by IDPH.

RIII informed CDH of NRC participation.

CBS TV representatives will be present during the survey and consider-

.able media coverap is anticipated.

RIII plans to have a public affairs officer present during the survey.
