NRC RADIATION PROTECTION INSPECTION REPORTS 50-266/98012(DRS);
50-301/98012(DRS) AND NOTICE OF VIOLATION
Dear Mr. Patuiski:
On May 22,1998, the NRC completed an inspection of the radiation protection program at your
Point Beach Nuclear Plant. The results of this inspection were discussed on that date with
"Mr. Reddemann and other members of your stati. The enclosed report presents the results of
that inspection.
The purpose of this inspection was to review the solid radioactive waste and transportation
program, the locked high radiation key control program, and calibratio". of self-reading
dosimeters. The inspection also included a review of outage work controls and doses. In
addition, several open items from previous inspections were reviewed and closed.
Based on the results of this inspection, two violations of NRC requirements were identified. The
first violation involved the failure to calibrate emergency plan self-reading dosimeters in
accordance with procedures. This is a repeat violation. We are concemed regarding this
violation, because it appears those corrective actions implemented in response to the previous
violation were not effective in preventing a recurrence. The second violation involved the failure
to control keys for locked high radiation areas in accordance with Technical Specifications.

The solid radioactive waste and radioactive material transportation programs were well
implemented. The Unit 1 refuel outage work controls were effective and workers were
observed exhibiting good radiation worker practices, which was an improvement from the
previous inspection. However, two high dose emergent jobs resulted in the outage dose goal of
130 person-rem to be exceeded.
In addition, many deficiencies in health physics procedures were identified during this
inspection and in an audit of the health physics program performed by your Quality Assurance
Department. It is our understanding that a schedute is being implemented to review all health

physics procedures and upgrade their quality within a two year period, with a goal of 12-15

procedures reviewed each month. We also understand that this review will start at the
conclusion of the current Unit 1 outage. We will continue to monitor your efforts in this area.

necessary to ensure compliance with regulatory requirements.
