SUBJECT: NRC INSPECTION REPORT 50-482/98-13 AND NOTICE OF VIOLATION

Dear Mr. Maynard:
From April 19 through May 30,1998, a resident routine inspection was conducted at your Wolf
Creek Generating Station reactor facility. The enclosed report presents the scope and results of
l
that inspection.
. Two violations were identified. The first violation involved inadequate clearance orders which
'
did not provide complete isolation from all energy sources and relied upon other administrative
procedures to provide protection not afforded by the clearance order. The second
l
violation (EA 98-273) involved making a change to the facility as described in the Updated
,
'
Safety Analysis Report without performing a safety evaluation in accordance with 10 CFR 50.59.
This involved the licensee's inability to perform certain postaccident sampling system analysis
within the allotted time.
These violations are cited in the enclosed Notice of Violation (Notice) and the circumstances
l
surrounding the violations are described in detail in the enclosed report. Please note that you
are required to respond to this letter and should follow the instructions specified in the enclosed
'
Notice when preparing your response. The NRC will use your response, in part, to determine
whether further enforcement action is necessary to ensure compliance with regulatory
requirements.
