SHOT FIRED AT TMT TRULK CARRYING STRATEGIC SNM An escorted TMT armored tractor towing a trailer containing four mixed oxide (U02Pu0 ) fuel assemblies was fired upon at 9:00 a.m. on 2

November 28, 1978, five miles west of Washington, Pennsylvania near the West Virginia border.

One shot was fired at the right front of the vehicle, apparently from woods near the highway (I-70).

There were no injuries and damage to the truck was minimal, based on examination of the vehicle at a truck stop more than 20 miles from the scene of the incident.

The shipment was then continued.

Media interest is expected because of the strike.

The shipment is escorted by at least four guards in two accompanying vehicles.

A Region I (Philadelphia) inspector'following the shipment had the convoy under surveillance at the time of the incident but saw r.othing unusual.

He was notified of the incident by the escort guards.

The escort guards notified the Pennsylvania State Police.

The RI inspector turned surveillance responsibility over to RIII (Chicago) inspectors near St. Clairsville, Ohio, and is returning to Pennsylvania to contact the State Police and follow up on the incident.

Region II and Region IV inspectors will monitor the shipment through New Orleans.

Page 2 PNS-78-59 The fuel assemblies are enroute to Japan from Westinghouse via the Port of New Orleans, Louisiana. The four assemblies contain 47.87 kilograms of plutonium and require protection in accordance with 10 CFR 73.

The Commonwealth of Pennsylvania and the Pittsburgh FBI were notified by Region I.

A press release is not planned by the licensee or NRC.

The IAT has been notified.

NRC, Region I, (Philadelphia) received notification of this occurrence by telephone on November 28, 1978, from the Westinghouse plant manager and the Region I inspector (who was accompanying the s_hipment), at 10:30 a.m.

and 11:25 a.m., respectively.
