SUBJECT: NRC INSPECTION REPORT 50-346/98006(DRS) AND NOTICE OF

VIOLATION

Dear Mr. Wood:

On May 7,1998, the NRC completed an inspection at the Davis-Besse site. The purpose of

the inspection was to determine whether inservice inspection activities were conducted in

accordance with NRC requirements. The enclosed report presents the results of that

inspection. '

Overall, the inspector observed that a conservative and well organized inservice inspection

program was followed. The licensee adequately demonstrated the ability to properly implement

inservice inspection and flow assisted corrosion programs, including eddy current examinations

of the steam generator tubes.

One violation of NRC requirements was identified. The violation pertains to the untimely

identification of an event which took place during maintenance work on the steam generator.

The violation is a concem because although personnel became aware that unauthorized

equipment was used, the lack of procedural adherence was not documented and the

occurrence was not entered into the licensee's corrective action program for evaluation until

prompted by the inspector. The violation is cited in the enclosed Notice of Violation and the

circumstances surrounding the violation are described in detail in the subject inspection report.

You are required to respond to this letter and should follow the instructions specified in the

enclosed Notice when preparing your response. The NRC will use your response, in part, to

determine whether further enforcement action is necessary to ensure compliance with

regulatory requirements.
