Status of Response to NRC Inspection Report 50-346/97011 Ladies and Gentlemen:

On November 26,1997, Toledo Edison submitted a response (Serial Number 1-1143) to Nuclear Regulatory Commission (NRC) Inspection Report 50-346/97011 (Log Number 1-3908) and the enclosed Notice of Violation 50-346/97011-03 regarding corrective actions not completely implemented to address inconsistencies between a surveillance procedure, a design calculation and instrument information sheets. In this response, Toledo Edison committed to the following corrective actions:

"The review of M&TE against each design calculation, procedure and instrument data package initiated by PCAQR 95-0986 is on-going and documented in PCAQR 97-0081. In addition, a second review involving instrumentation design calculations revised to support the conversion to a 24.nonth fuel cycle will be completed. These reviews will be completed by April 1,1998.

A tracking system will be developed for changes to instrument data packages.

The requirements for this system will be incorporated into procedure DB-MI-l C

00001," Control, Review and Revision of1&C Data Packages." Implementation and training of personnel to the new system will be completed by April 1,1998."

The review of M&TE against each design calculation, procedure and instrument data package M documented in Potential Condition Adverse to Quality Report (PCAQR) 97-0081 was not completed by April 1,1998. Potential Condition Adverse to Quality Report 98-0484 was initiated on April 1,1998, to document and evaluate the failure to meet this commitment. These reviews will be completed by August 1,1998.

' Packages," was completed on April 21,1998. The delay in completing the tracking system was due to the time required to resolve a concem raised by the Station Review Board during review of the proposed change to DB-MI-00001.

When the delay in completing the actions discussed above was identified, the Davis-Besse

' Nuclear Power Station NRC Senior Resident Inspector was notified.
