'Ihis letter is in response to your letter dated December 3,1997 regarding the NRC review of all i of Maine's regulations relating to the Agreement State Program.

1 We found the review to be thorough and accurate in all accounts. We are undertaking a 1 rulemaking procedure early this spring to maintain compatibility with a number of recent i regulations that have been adopted by the NRC and will include the necessary changes pointed out in your review to maintain consistency between our two regulations. We expect final adoption by the end ofJu!y 1998.

I would like to take this opportunity to thank you for this review, for although our staff did idcr.tify some of the inconsistencies, not all of the inconsistencies would have been identified

! without it. 1 I would like to point out that Maine adopted a new fee structure in August of 1997 that makes i

adequate monies available for training of State staff without any funds from the NRC. There are a number of courses coming up, specifically related to MARSSIM and decommissioning that we l need to get some staffinto. The present decommissioning of Maine Yankee will require that we have training in these developing areas and I am requesting pnmary consideration.
