SUBJECT: NRC INSPECTION REPORT 50-445/98-01; 50-446/98-01 AND
Dear Mr. Terry:
From January 4 through February 14,1998, an inspection was conducted at your Comanche
Peak Steam Electric Station, Units 1 and 2 reactor facility. The enclosed report presents the
,

scope and results of that inspection.
During the 6-week period covered by this inspection period, your conduct of activities was
i
l
generally characterized by safety-conscious operations, professional maintenance practices,
!
sound engineering, and careful radiological work controls. However, one violation was
identified, concerning a failure to document the degraded condition of a safeguards sequencer,
l
which subsequently resulted in a failure to consider the impact on the seismic qualifications of
the safeguards sequencer when its cabinet doors were left open.
This violation is cited in the enclosed Notice of Violation (Notice) and the circumstances
surrounding the violation are described in detail in the enclosed report. Please note that you
j
are required to respond to this letter and should follow the instructions specified in the enclosed
Notice when preparing your response. The NRC will use your response, in part, to determine
whether further enforcement action is necessary to ensure compliance with regulatory
requirements.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter, its

enclosure (s), and your response will be placed in the NRC Public Document Room (PDR).
