Task Order No. 2, entitled, " Technical Assistance for Russian MPC&A under the CTR Program: Compilation of Material for Security Licensing Training Course,"

under Contract No. NRC-02-98-005 in accordance with Section G.6(b), of the subject contract, this letter definitizes the subject task order. This effort shall be performed in accordance with the enclosed Statement of Work and the contractor's technical proposal dated February 3,1998.

Task Order No. 2 shall be in effect from the date of this task order through June 30,1998. The total estimated ceiling for this task order is $37,789.00 of which $35,989.00 represents the estimated costs inclusive of FCCM and $1,800.00 for fixed fee. The amount obligated for this task order is $37,789.00.

1.0 BACKGROUND

Under the aegis of the U.S. initiative for nuclear weapons safety. security, and dismantlement known as the Cooperative Threat Reduction (CTR) Program. the U.S. Department of Energy (DOE) and the U.S. Nuclear Regulatory Commission (NRC) are engaged in establishing bilateral technical assistance programs with Russia in the nuclear material safeguards areas of material' control and accounting (MC&A) and physical protection. The objective of U.S. assistance is.to help Russia improve its capabilities to effectively safeguard nuclear ,

material. The assistance will be carried out under a bilateral agreement for j cooperation. and is supported by funds authorized by Congress in the Soviet i Nuclear Threat Reduction Act of 1991 (Nunn-Lugar) and successor legislation such as the Freedom Support Act of 1992.

Regulatory p ograms for safeguarding nuclear material in the FSU are virtually non existent. The Russian regulatory agency GOSATOMNADZOR (GAN) established as an independent authority for overseeing Russian nuclear safety and safeguards programs, has acknowledged serious deficiencies in staffing and technical resources, and has expressed strong interest in U.S. assistance. j Effective MC&A and physical protection are critical to safeguarding strategic l nuclear materials in support of nonproliferation goals. In the interest of I nonproliferation, improvements are needed in national regulatory oversight to ensure nuclear materials in Russia are effectively protected.

The.U.S. and Russia signed an Agreement in September 1993 for joint cooperation in MC&A and physical protection 'using Nunn-Lugar funds under the CTR program. A program plan has been developed that contains proposed projects to be carried out.

2.0 OBJECTIVE

2 Provide a Security Licensing training course based on U.S. (specifically NRC)

- licensing methodology. This is one of the activities defined under, the program plan for cooperative efforts is a request by GAN.

3.0 TECHNICAL AND OTHER SPECIAL QUALIFICATIONS REQUIRED Experience with NRC Physical Protection licensing methodologies. Familiar with associated NRC regulations (10 CFR Part 73) and licensing procedures.

4.0 LEVEL OF-EFFORT It is estimated that this project will take approximately 200 hours0.00231 days <br />0.0556 hours <br />3.306878e-4 weeks <br />7.61e-5 months <br /> to complete.

5.0 PERIOD OF PERFORMANCE The period of performance for the work specified in this task order shall 1 commence on the . effective date of the task and shall continue for l

approximately 4 months from that date.

6.0 SCOPE OF WORK The contractor shall review existing instructional mater _ials (e.g., a lesson plan, viewgraphs, hand-out reference material, etc.) for use in presentation of a licensing training course. The course will be presented to Russian inspectors and representatives from GAN (and possibly'other agencies) to provide information about the NRC licensing program. The contractor shall provide a representative (s) to assist NRC in the presentation of the course in

~ Russia. The contractor shall complete the following:

1) Review subject material provided by NRC for compiling appropriate course materials. These materials may be supplemented with additional materials, as appropriate, by the contractor or other sources. The materials supplied by NRC will include course materials. NRC inspection procedures NRC regulations, excerpts from NRC inspector training courses, and other materials that may be relevant to the subject matter. l l
2) -The contractor shall provide two representatives (ideally someone

~ familiar ~with' the compiled course material) to assist NRC in the presentation of the course in Russia. NRC will provide the contractors travelers with NRC

. travel information, and can assist with visa procurement.

-It is anticipated that 1 trip by up to two contractor representatives to NRC Headquarters will be required to review the course material. The contractor shall also accompany NRC to10bninsk.. Russia to present the course during the March 1998 timeframe. as described in 6.0 (2) above.

8.0. NRC-FURNISHED MATERIAL This is addressed in 6.0 (1) above.

9.0' CONTRACTOR-ACOUIRED MATERIAL NRC must be' notified in writing when acquisition of any capital. FIP, or word-processing equipment is anticipated.

10.0 DELIVERABLE PRODUCTS / SCHEDULE The course material will be provided to the contractor four weeks prior to the course.

Technical instructions may be issued from time-to-time during the duration of this task by the TM Technical instructions shall not constitute new assignments of work or changes of such nature as to justify an adjustment in cost or period of performance.
