NRC INSPECTION REPORT 70-7001/98005(DNMS)

Dear Mr. Miller.

On February 27,1998, the NRC completed a maintenance and surveillance, management organization and controls, operator training and retraining, and transportation routine inspection at your Paducah Gaseous Diffusion Plant. The purpose of the inspection was to determine whether activities authorized by the certificate were conducted safely and in accordance with NRC requirements. At the conclusion of the inspection, the inspectors discussed the findings with members of your staff as identified in the enclosed report.

Areas examined during the inspection are identified in the report. Within these areas, the inspection consisted of a selective examination of procedures and representative records, interviews with personnel, and observations of activities in progress. No violations of NRC requirements were identified during the course of this inspection.

Based upon the results of the inspection, the NRC has identified two inspection followup items.

The first inspection followup item concerned administrative controls to ensure that employees receive the required nuclear criticality safety refresher training. The second inspection followup item concemed an apparent knowledge deficiency regarding fundamental understanding of freezer / sublimer operation. These two inspection followup items may indicate a weakness in l

your training program. We plan to review how these issues were resolved during our next regional inspection.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter, its enclosures, and your response will be placed in the NRC Public Document Room.

We will gladly discuss any questions you have conceming these observations.
