UPDATE OF GENERIC ISSUE MANAGEMENT CONTROL SYSTEM The attached Draft Generic issue Management Control System (GIMCS) report is being forwarded to you for your use in providing RES with updated data as of December 31,1997.
This draft report includes information on the status of all unresolved generic issues [ safety (GSis), regulatory impact (Ris), licensing (Lis), environmental (Els)]. The report has not yet been sent to the EDO because of our concem over the accuracy of the information. This request is being brought to your attention so that future inputs can be prepared with uniform rigor in a timely manner. GIMCS is placed in the PDR, for use by the public, and provided to other govemment agencies. In addition, data collected in GIMCS are being used for the Safety issues Management System (SIMS) to track generic issues through licensee implementation, where applicable. Therefore, it is essential that you identify a single point of contact for your office with the authority to assure the accuracy and completeness of the information provided to RES.
Please make any necessary corrections or additions to this report to reflect the status of the issues as of December 31,1997.
For those issues that have a significant actual or potential schedule slippage or delay, the Problem / Resolution section of the GIMCS data sheet should be used to identify the cause of the slippage and the actions taken, or to be taken, to prevent potential slippage or to reduce the effects of slippage.
GIMCS is used to track the resolution of generic safety issues in the priority categories HIGH, I
MEDIUM, and Nearly-Resolved. The term "Nearly-Resolved" has resuited in continuing 1
confusion since issues in this category may not be nearly resolved. Issues placed in this category are generic safety issues which have not been prioritized rather, they are being resolved based upon a decision by NRC senior management. The term used to describe this category will be changed to avoid confusion.
