SAFETY EVALUATION OF "BWR VESSEL AND INTERNALS PROJECT, REACTOR PRESSURE VESSEL AND INTERNALS EXAMINATION GUIDELINES (BWRVIP-03)"(TAC NO. M95369)

Dear Mr. Terry,

l The NRC staff has completed its review of the Electric Power Research Institute (EPRI) Report TR-105696, "BWR Vessel and Internals Project, Reactor Pressure Vessel and internals Examinations Guidelines (BWRVIP-03)," dated November 10,1995, as supplemented by letters dated April 16,1996, and March 12,1997. The BWRVIP-03 report was submitted as a means of providing NDE techniques and inspection standards to effectively examine susceptible BWR internal components to ensure their structural integrity.

The NRC staff has reviewed the BWRVIP-03 report and finds, in the enclosed Safety Evaluation (SE), that the guidance of the BWRVIP-03 report is acceptable for ensuring the structural integrity of internal components except for the open items discussed in the attached SE. This j

finding is based on information susmitted both orig:nally and in response to the staff's request for additional information (RAl), dated March 12,1997, that clarified the guidance in BWRVIP-03.

The staff requests that the BWRVIP resolve the items raised in this SE and to inform the staff in writing as to this resolution Please contact C. E. (Gene) Carpenter, Jr., of my staff at (301) 415-2169 if you have any further questions regarding this subject.

Dear Mr. Terry,

The NRC staff has completed its review of the Electric Power Research Institute (EPRI) Report TR-105696, "BWR Vessel and Internals Project, Reactor Pressure Vessel (RPV) and Intemals Examinations Guidelines (BWRVIP-03)," dated November 10,1995, as supplemented by letters dated April 16,1996, and Maech 12,1997. The BWRVIP-03 report proposed guidelines for NDE techniques and inspection standards intended for voluntary implementation by BWR licensees in order to effectively examine and ensure the integrity of safety-related RPV intemal components.

The NRC staff has reviewed the BWRVIP-03 report and finds, in the enclosed Safety Evaluation (SE), that the guidance of the BWRVIP-03 report is acceptable for inspection of the subject safety-related RPV internal components except where the staff's conclusions differ from the proposed guidance, as discussed in the enclosed SE. This finding is based on information submitted both originally and in response to the staff's request for additional information (RAl),

dated March 12,1997, that clarified the guidance in BWRVIP-03. The staff has concluded that licensee implementation of the guidelines in BWRVIP-03, with modifications to address the staff's conclusions in the attached SE, will provide an acceptable level of quality for examination of the safety-related components addressed in the BWRVIP 03 document. I would like to call your attention to Section 3.4 of the attached evaluation. The BWRVIP is encouraged to expedite completion of the qualification of the inspection methods for core shroud support welds so this j

issue can be resolved as part of our review of BWRVIP-38.

l The staff requests that the BWRVIP review and resolve the issues raised in the enclosed SE, j

and incorporate the staff's conclusions into a revised BWRVIP-03 report. Please inform the staff 3

within 90 days of the date of this letter as to your proposed actions and schedule for such a j

revision. Further, the staff requests that a plant-specific commitment be made by each BWR l

licensee to implement the revised BWRVIP-03 report.

The staff also understands that the BWRVIP is presently developing a strategy for plant-specific

]

l Implementation of the approved, revised BWRVIP reports. Please inform the staff within 90 days of the date of this letter as to how BWR licensees will implement, within the existing regulatory framework, the revised BWRVIP reports such that there will be an acceptable level of l

quality for examination of the safety-related components addressed in the BWRVIP-03 report.
