COMSAJ-98-002 -COMENTS ON THE 1998 STRATEGIC PLAN AND PRIORITY ISSUES FOR THE ADVISORY COMMITTEE ON NUCLEAR WASTE I concur with your response letter to Chairman Garrick on the ACNW 1998 Strategic Plan and Priority issues and Activities (the Plan), provided that the third paragraph regarding metrics is deleted. I agree that performance measures are important and are needed to determine how effectively the Plan is implemented. However, I believe that the Committee adequately addresses performance measures in page 5, paragraph l

three of their Plan which states that for each first-tier priority issue, the ACNW will prepare.a task action plan that identifies the nature and scope of the issue arid a strategy for addressing it. ' It goes on to say that the task action plan will include.

planned products, schedules, performance measures and largets that will enable the ACNW to determine if it has achieved its goals. The task action plans should i

accomplish what is requested in the third paragraph of your response letter. The Committee references the use of performance measures while omitting any detailed discussion of them in their plan. I believe that this is a cleaner and more preferred l

approach.
