SUBJECT:
EFFECTIVENESS OF LICENSEE CONTROLS IN IDENTIFYING, RESOLVING,
AND PREVENTING PROBLEMS INSPECTION REPORT 50-440/98002(DRS)
Dear Mr. Myers
On January 30,1998, the NRC completed an inspection of effectiveness of licensee controls in
identifying, resolving, and preventing problems at your Perry, Unit 1, facility. The enclosed
report presents the results of that inspection.
Areas examined during the inspection included the corrective action program, the operational
experience feedback program, the self assessment program, and safety review committees.
Within these areas, the inspection consisted of a selective examination of procedures and
representative records, observations of activities, observations of equipment material condition,
and interviews with personnel. In addition, the team assessed corrective actions taken for
prob l ems previously identified in the resident inspector reports and the NRC Architect / Engineer
design inspection.
Tne team concluded that the corrective action program at Perry had shown improvement in the
past year. Improvements were noted in identification, resolution, and prevention of problems.
The corrective action program was accepted by the organization at alllevels and functioning
well. However, continued attention will be required for effective resolution of ongoing personnel
error and corrective action timeliness problems.
The team also noted that implementation of recent correction actions had resulted in
improvements in severa, areas, such as, preparation of design change packages, plant material
condition, and Maintenance Rule implementation.

Based on the results of this inspection, the NRC has determined that no violations of NRC
requirements occurred.
