Dear Dr. Jackson:
The state of Massachusetts began the process of deregulating the electric utility industry L
with the passage of Chapter 164 of the Acts of 1997. As one of the first states in the country to implement a comprehensive deregulation plan we are obviously concerned with its impact on our citizens.
One consequence of utility deregulation has been an effort by the Boston Edison Company to sell the state's only active nuclear power plant. The Pilgrim Nuclear plant has had a numNet of safety problems and has been investigated by the NRC for various safety violations. The Region 1 office has been helpful in providing me with information regarding your ongoing investigation.
1 Over the past year several companies have shown an interest in purchasing the Pilgrim plant. Reports of ongoing negotiations have generated a great deal of concem among people residing within a 50 mile radius of the plant.

It is my hope that you will be able to provide me with information about the NRC's policy regarding the sale of nuclear power plants. For example, what does the NRC look for in a potential owner and what is involved in the approval process? Is there any local L
involvement in the decision making process? What steps can state officials take to ensure the safe transfer of plant ownership?
