4-94-059. This investigation involved (1) alleged submittal of incomplete and/or inaccurate i
information to the NRC regarding loss of coolant accident reflood rate analyses and reflood heat transfer scaling verification testing and (2) alleged discrimination against an employee because he raised nuclear safety concerns.

As stated in the synopsis,01 did not substantiate the allegations. This concludes our investigative actions related to these issues.

I This investigation was initiated on December 21. 1994, by the Nuclear Regulatory Commission (NRC). Office of Investigations (01). Region IV (RIV).
j to determine whether Siemens Power Corporation (Siemens). Richland, i
Washington, a nuclear industry fuel vendor, submitted incomplete and/or 1
inaccurate information to the NRC regarding loss of coolant accident reflood i
rate analyses and reflood heat transfer scaling verification testing.

Additionally, during the conduct of the investigation, a Siemens senior i
engineer alleged that he was the subject of employment discrimination for trying to identify and correct the alleged inaccuracies reported to the NRC.
Based on the evidence developed, including testimony and document reviews, the allegation that Siemens submitted incomplete and/or inaccurate information to the NRC regarding loss of coolant accident reflood rate analysis and reflood heat transfer scaling verification testing was not substantiated.
Additionally, the allegation that a former Siemens senior engineer was the subject of employment discrimination by Siemens management in retaliation for identifying safety concerns was not substantiated.
