SAFETY PROGRAM AT THE PORTSMOUTil GASEOUS DIFFUSION l PLANT - INSPECTION REPORT 70-7002/98-204 AND NOTICE OF VIOLATION )

Dear Mr. Miller:

This refers to the Nuclear Criticality Safety (NCS) inspection by members of the lleadquarters staff conducted on February 9 - 18,1998, at your Portsmouth, Ohio facility. The purpose of the

' inspection was to determine whether activities authorized by your certificate were conducted I safely and in accordance with Nuclear Regulatory Commission (NRC) requirements. At the I conclusion of the inspection, the findings were discussed with those members of your staff identified in the report.

Within the areas examined, the inspection consisted of selective examinations of procedures and reptcsentative records, and interviews with plant personnel to determine the closure status of several NCS-related Compliance Plan issues. During the inspection, one unresolved item, one violation, and five inspector follow-up items were identified. The unresolved item involves the adequacy and effectiveness of USEC to demonstrate closure of Compliance Plan (CP) Issues 8, 9, and 23, and whether these findings relate to a more generic issue concerning other CP items.

Therefore, no response regarding this issue is currently required.
