Docket No. 70-7001 Restart of C-400 Cylinder Wash Facility Pursuant to the Nuclear Regulatory Commission (NRC) Confirmatory Action Letter (CAL) No. RIII-97-003, dated February 28,1997, the purpose of this letter is to notify NRC that: 1) USEC has completed the actions required in the CAL for C-400 Cylinder Wash Operation; and'2) the target date for restartin6 the cylinder wash operation is on er after March 16,1998. The enclosure to this submittal summarizes the CAL-required actions completed for the Cylinder Wash Operation. Those CAL-required actions which were generic to the Nuclear Criticality Safety program (i.e., CAL actions 1,2, and 4) were completed as described in USEC letter dated August 19,1997, regarding the restart of C-400 Spray Booth Operation (see USEC letter GDP 97-1026).

' CONFIRMATORY ACTION LETTER REQUIREMENTS AND RESPONSES L

Tliis enclosure summarizes the results of the completed Confumatory Action Letter (CAL) requirements as they apply to C-400 Cylinder Wash Operation.

CAL Required Action 3 Revise procedures and conduct training necessary to implement the new nuclear criticality safety (NCS) controlsprior to reinitiating cylinder washing or spray booth operation.

Response

The C-400 cylinder wash and hydrostatic testing operations have been evaluated in detail by Nuclear Criticality Safety Evaluation NCSE.006.00, Rev. O, and Nuclear Criticality Safety Approvals.

NCSA.400.002.00 and NCSA.400.003.00. The procedure for the cylinder wash facility (i.e., CP4-CU-CH2110) has been revised to implement the NCSE/A requirements. An evaluation of the revised procedure was performed by conducting field walkdowns of the operation Operations personnel are being trained on the revised procedures. This training will be completed prior to restart of cylinder wash operations.
