March 13,1998 10 CFR Part 50 Section 50.90 U S Nuclear Regulatory Commission Attn: Document Control Desk Washington, DC 20555 MONTICELLO NUCLEAR GENERATING PLANT Docket No. 50-263 License No. DPR-22 License Amendment Request for Monticello Cycle 19 Safety Limit Minimum Critical Power Ratio Attached is a request for a change in the Technical Specifications, Appendix A of the Operating License for the Monticello Nuclear Generating Plant. This request is submitted in accordance with the provisions of 10 CFR Part 50, Section 50.90.
Changes are proposed to Section 2.1.A to revise the Safety Limit Minimum Critical Power Ratio (SLMCPR) values from 1.08 to 1.10 for two recirculation pump operation, and from 1.09 to 1.11 for l
single loop operation. Also being changed are footnotes on pages 6 and 249b which will make the SLMCPR values applicable to cycle 19 only.
l Exhibit A contains the description of the proposed changes, reasons for requesting the changes, Safety Evaluation, Determination of No Significant Hazards Consideration, and the Environmental Assessment. Exhibit B contains the current Technical Specification pages marked up with the proposed changes. Exhibit C contains revised Monticello Technical Specification pages.
Exhibits D and F are General Electric and Siemens Power Corporation documents which contain proprietary information. They therefore are requested to be withheld from public disclosure in I
accordance with 10 CFR 2.790(b)(1)(ii).
