April 3, 1978 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-78-70 This preliminary notification constitutes EARLY notice of an event of POSSI3LE safety or public interest significance.
The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff on this date.

SUBJECT:
POTENTIAL CONSTRUCTION DEFICIENCY - NON LOCA QUALIFIED ELECTRICAL PENETRATION ASSEMBLIES (EPA)
During an on-site insoection March 6-10, 1978, the IE inspector identified an unresolved item relating to qualification testing of EPA's manufactured by Amphenol-SAMS.
Records available were not sufficient to demonstrate conformance to testing requirements established in IEEE-317-1972 to which i
the applicant is committed in his FSAR.

to resolve this issue, and that he considered this matter as a potentially

significant item reportable under 10 CFR 50.55(e).
,9 The applicant and his Architect-Engineer are evaluating the situation and

will notify Region IV of the results of their analysis within 30 days.
This matter is being pursued in the followup on Bulletin No. 77-07.
