SUBJECT:
MILLSTONE UNIT I INSPECTION PROGRAM The attachment to this memorandum contains a proposed reduced resident inspection program for Millstone Unit 1. The reason for this proposal is that the unit has been placed in maintenance mode and the licensee has reduced work activities. The reactor is defuelled and the licensee has downsized the work force to a level that will maintain safety equipment. The remainder of the licensee's staff has been directed to Units 2 and 3 for recovery operations.
The proposal is designed to ensure a safe plant configuration, verify adequate plant equipment layup and Technical Specification compliance. The NRC inspection resources will be used to support the Restart Assessment Plan inspections for Unit 2 and 3.
This proposal has been coordinated with Region I
