2. Letter NLS980007 to Document Control Desk (USNRC) from P. D. Graham (NPPD) dated January 9,1998, " Response to Request for Confirmation of Commitment, Cooper Nuclear Station, NRC Docket 50-298, DPR-46" By letters dated December 31,1997, and January 9,1998 (References 1 and 2, respectively), the Nebraska Public Power District (District) committed to installing essential power to the Z sump pumps no later than March 31,1998. While modifications will be completed by March 31,1998, to provide essential power, the power cables and conduit will not be fully qualified to meet all applicable seismic requirements until prior to startup from the 1998 refueling outage. Engineering calculations, however, show the installation will remain functional following an Operating Basis Earthquake (OBE). In addition:

Interim corrective measures, as discussed in Reference 1, to eliminate the potential for water accumulation in the ofTgas system 48 inch hold up line will remain in place until the installation is fully qualified.

Contingency measures currently in place to restore power to the sump pumps using temporary cables will remain in effect until the installation is fully qualified.
