'l EA March 16, 1978 PRtGMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-78-50 This preliminary notification constitutes EARLY notice of an event of POSSIBLE safety or public interest significance.
The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff on this date.

Waterford, Connecticut
Subject:
CHLORINE LEAK A chlorine leak was detected about 10:15 a.m. on March 16, 1978.
The source was identified as leakage past an isolation valve when the system l
piping was opened for maintenance.

Chlorine gas was present in the parking lot and was picked up p
by the Unit 1 turbine building ventilation system.
The Unit 1 condenser bay area was evacuated, as was the parking lot.
No additionaT evacuation

A total of 12 employees were taken to a local hospital for further evaluation.
No serious injuries were identified during preliminary checks by the facility nurse.

Media interest is expected because of intense local interest in the l

Millstone facility.
The State of Connecticut has been informed.
A press r'elease is being considered by NRC.
NRC, Region I, (Philadelphia) received notification of this occurrence s}
by telephone from NRC inspectors on site at 10:30 a.m., March 16, 1978.
