SUBJECT:
WITHDRAWAL OF COMMITMENT REGARDING TN-40 CASK FABRICATION
Dear Mr. Sorensen:
This is in response to your letter dated April 13,1998, in which you provided additionat information addressing the NRC letter dated March 5,1998. The NRC letter requested that Northern States Power Company (NSP) clarify its oversight of TN-40 dry storage cask fabrication activities. In particular, you were asked to describe the NSP vendor oversight program regarding implementation of quality assurance requirements specified in your 10 CFR Part 72 license.
The staff reviewed your responses and found that the NSP vendor oversight program appears to be adequate to verify TN-40 fabrication quality. Therefore, we see no reason to deny NSP's request to discontinue 100% oversight of all TN-40 neutron shield resin pours. Implementation of the NSP vendor oversight program and all aspects of your dry spent fuel storage program will be reviewed in future NRC inspections.
Sincerely, Original /s/ by Susan F. Shankman, Chief Transportation Safety and Inspection Branch
