Dear Chairman Jackson,

I thank the representatives of the Nuclear Regulatory Commission (NRC) for graciously accepting my request for a public hearing on the proposed restart of the Millstone 3 Commercial Nuclear Reactor. As a follow-up to my testimony at that hearing,I officially request that NRC delay any decision on restart of Millstone 3 for 90 days. This would allow additional time to seriously evaluate the effcets of an evacuation on Long Island in the event of an emergency condition at Millstone 3. I am extremely concemed that Long Islar.d would be severely impacted if an accident or malfunction were to occur at Millstone 3.

As you know, the NRC has not worked with areas of Long Island - other than Fishers Island and Plum Island - to establish evacuation plans in the event of an accident at Millstone 3 because those residents livejust over the 10 mile " Emergency Planni tg Zone"(EPZ) limit predetermined by the NrC. Because the NRC does not require one, neither the state Emergency Management Office nor Suffolk County's Fire, Rescue Emergency Services have an F.PZ preparing them for an incident at Millstone.

One important study of the public's response during an emergency eucuation shows ofGeials must take into accourit the behavior of people further away than 30 miles from a reactor accident. The NRC should work with the towns of Eastern Long Island to develop emergency plans for residents of Eastern Long Island. I greatly appreciate your anticipated favorable response to my request.
