B To Tne Members of The NRC Commissions I thank you and Representative Michael Forbes for t he vntec of the people who live on the castern end allowing 6f Long Island, NY to be given the opportunity to publicly comment en the opening of the Millstone Nuclear Reactor 3 in Millstone, Connecticut, which is 1ccated slightly more than 10 milee away from us.
I am unable to. a ttend the meeting scheduled for May 26th in Jamesport, so I have decided to write end express my feelings reg ardin g this most serious of decisions.
As you know, it was determined that duo to.the infeasibility to in the event of a safely evacuate Long Island residents nuclear accident at the Shoreham Nuclear Power Plant, the plant was shut down ' and decommissioned.
The voice of the 3+
million people whn live on Long Island said, "NO!" to this plant and they were heard.
The Millstone Nuclear Power Station is as close or closer to us than the Shorehan Nuclear Fower Plant.
Millstone 3 was shut down in 1996 due to operational safety problems. Millstona i was closed.in 1995 when one of its emergency cooling systems was declared unable to operate safely.
Millstone 2 was closed in 1996 due to safety cencerns for the public at large.
Based on past history involving the nuclear in dus,t ry,
facilities have not operated safely by both the utility companies who own them, nor by yeur agency who is ultimately r e s co.ns i b l e for monitoring these facilities.
It is common knowledge that nuclear facilities periodically emit radioactive materials into the air. water, and soil.
To believe that we the people think this is accept'able is inccrrect.
The radioactive plume that is presently spreading from a so called monitored government reactor, the BNL, has recently shown that sediment in the peconic River is contaminated, as is the ground water, soll, and the animals that live in and around that nuclear facility.
It would be both naive and ignoran t to dismiss the serious health hazards incurred from the emissions of these nuetear facilities.
Cancer rates are soaring.
We on the Eaat End'of Long Island are presently conducting investigations into the reasons for the unusually high incidence of unusual cancers in our children and our adults.

s Fork. we have identified a cluster of children dying from all sorts of cancers.
Wouldn't it be o terrible thing to think that based on your decision to open yet another nuclear reacter, you could b= endangering the lives of so many innocent peopic. ell in the namn of supplying adequate electricity to run Air eerditinne s? How many of you have had first hand wxperivnce wa tching a child, a grandchild, ne a friend die unnecessarily due to one of your decisions to allcw a dangerous nuclear facility to be allowed to be put on line, only to ba shut down due to safety i ?Mtins.

It is comforting to kncw th.at Northwest Utilities Systems has stated that they take safety issuem mest seriously.
Lilco said the same thing.
The NRC states the gove rnmen t facility, same thing, and ywt the BNL. which 19 a under your jurisdiction, has contaminated many parts et our acautiful island, killing our population slowly and cruelly.
It is a known fact in the field of getence, health, and genetics, that radiataon causes cancwr.
Thwre 1S no threshold for the amount of radia tion needed to produco mutatiers in our cells.
The majority of mutatiens in an crganism are not censiderwd safe changes for that organism's survival.
Even the smallent amounts of radiatien causas damage to our bodies.
The issue of hafely storing nuclear wes t6e as yet anothe issue which you havw not recolvwd.
How many of you on the commission would build your homes near a nuclear dump site?
The evacuation issue is still a major issue for the peopic who live on Long Islend, e*pacielly those of us who live on the eastern end of the Island.
It was proven that there is no saf* evacuation for us.
Ww are down wind from the Millstone Plants more than 237. of the time.

Assues into account, it is unreason e. bin to think that these plants sheuld be allcwed to reopan.
I ask you to say, "NO'"
to the restarting of any of the Millstone Nuclear Reactors.
