NRC RADIATION PROTECTION INSPECTION REPORT 50-461/98010(DRS)
Dear Mr. MacFarland:
On May 15,1998, the NRC completed an inspection at your Clinton Nuclear Power Station.
The enclosed report presents the results of this inspection.
The inspection was an examination of activities conducted under your license as they relate to
radiation safety and to compliance with the Commission's rules and regulations and with the
conditions of your license. The inspection consisted of a selective examination of procedures
and representative records, observations, and interviews with personnel. Specifically, the
inspection focussed on your staff's implementation of the radiological environmental monitoring,
the extemal dosimetry, and the meteorological monitoring programs and a review of previous
inspection findings.
We observed that your staff properly implemented the radiological environmental monitoring,
the extemal dosimetry, and the meteorological monitoring programs. The instrumentation was
acceptably tested and maintained, and personnel were generally knowledgeable. Your staff
also performed thorough self assessments of the environmental monitoring program, including
the adequacy of the vendor's sample analysis program. However, we did observe a lapse in
. the maintenance of the backup meteorologicalinstrumentation. Specifically, at the time of this
inspection, your staff had not performed the semiannual preventive maintenance on the
' instrumentation that was due in January of 1998. In addition, we observed some problems
conceming the sampling techniques and knowledge level of the technician performing the

environmental sample collections.

One violation of regulatory requirements was also identified during this inspection. This

violation concemed an unposted radiation area within the turbine building, which resulted from a .

radiation protection technician improperly removing the posting. Although your staff identified
!
and corrected the violation, we are concemed that two radiation protection technicians had prior
. opportunities to correct this problem but did not recognize the deficiency, which is the basis for

citing this violation. Specifically, two technicians measured radiation levels in the area which
would have required a radiation area posting, but the technicians failed to recognize that the
area was not adequately posted. In addition, a radiation protection shift supervisor reviewed
the technicians' radiological surveys and also did not identify the deficient posting.
The violation is cited in the enclosed Notice of Violation (Notice), and the circumstances
surrounding it are described in detail in the enclosed report. Please note that you are required
to respond to this letter and should follow the instructions specified in the enclosed Notice when
preparing your response. The NRC will use your response, in part, to determine whether
further enforcement action is necessary to ensure compliance with regulatory requirements.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter, its
enclosures, and your response to this letter will be placed in the NRC Public Document Room.
