Department of Defense Department of Energy, and the State of New Jersey.

Sewage survey Guidance document Summary:

Tony Huffert discussed the ongoing analysis of the results from the test sites.

Dale Condra and Scott Telofski summarized the results of their analyses on single-sample heterogeneity and overall data agreement between the i

laboratories, respectively Dale Condra will send the results of his analysis to NAREL. EPA requested a copy of Lee Abramson's statistical analysis of the test site data.

Lee Abramson suggested that additional information be provided for statistical analyses, such as estimates of sample heterogeneity and systematic differences between laboratories.

It was proposed that an independent laboratory send spiked sewage samples to ORISE and NAREL for analysis.

The goal would be to check laboratory performance in 61alyzing samples in a sewage matrix and to resolve questions about sample heterogeneity influencing the test site data.

EPA staff recommende'd that the subcommittee rely on the U.S. DOE / Environmental Measurements Laboratory's (EML) 0AP studies instead of sending spiked sewage samples to ORISE and NAREL for analysis.

Both laboratories agreed to examine the sample matrices and radionuclides supplied in the EML OAP and determine their applicability in gauging laboratory performance for the sewage survey.

Regarding OMB clearance of the sewage survey. OMB completed its initial review in April, but requested' additional information on six minor issues before.

j granting formal clearance. Robert Nelson discussed OMB's requests and stated that NRC has assigned a high priority to the response.

- Loren Setlow and Mary Wisdom summarized the status of the Quality Assurance Project' Plan (0 APP) for the survey.

Loren Setlow is reviewing NRC and other comments on the OAPP and will forward the results of his' review to Mary Wisdom.

Regarding coordination with AMSA and WEF. Bob Bastian will develop a letter inviting two designated AMSA representatives to participate in the Sewage:

Subcommittee meetings.

NRC staff requested that NRC concur on the letter.

It was agreed that the designees would be invited to the next Sewage Subcommittee

meeting, i

As a fo'llow-up to the ISCORS meeting on March 12. 1998, NRC and EPA staff recently assembled a draft list of reference radionuclides concentrations to determine which survey results are elevated.

The subcommittee members agreed to discuss the draft table in a telephone conference during the week of May 18, 1998.

Loren Setlow summarized the progress of EPA's NORM contractor in assembling a list of POTWs associated with industries that discharge radionuclides, but are not NRC licensees and POTWs in high NORM areas.

The contractor will also review and recommend changes to the draft POTW guidance document.

Loren Setlow will send a copy of the Statement of Work for these tasks to NRC (Huffert).

In turn, NRC (Abramson) will send EPA (Setlow) a copy of NRC's Statement of Work developed for obtaining statistics technical assistance during the sewage survey.

The dose modeling working group did not meet in April, but agreed to meet during the weck of May 18, 1998. George Powers Tin Mo, and Loren Setlow will participate in the discussions.

The next subcommittee meeting will be held at NRC in Rockville, Maryland on June 9, 1998. At this meeting, the subcommittee will discuss the report on the test sites, the status of OMB clearance, the list of POTWs to be sent the questionnaire, comments on the guidance document. the results of the dose modeling working group meeting, and the status of the table of reference radionuclides values.

Action Items:

1.

Tony Huffert will respond to OMB's request for additional information on the sewage survey.

2.

Lee Abramson will submit to EPA a copy of his statistical analysis of the test site data and the Statement of Work he developed for obtaining statistics technical assistance during the sewage survey.

3.

Dale Condra will send to NAREL the results of his sample heterogeneity analysis and the revised data on plet:nium analysis.

4.

Dale Condra and Dave Saunders will review data from the EML QAP and determine whether the sample matrix and radionuclides are applicable in gauging laboratory performance for the sewage survey.

5.

Loren Setlow and Mary Wisdom will continue to review and incorporate comments on the OAPP.
