My name is John R. McGrath.

I am Regional State Agreements Officer for tiiv U.S. Nuclear Regulatory Commission, Region I.

2)

Part of my responsibilities as Regional State Agreements Officer is to provide hark-up for the Regional State Liaisen Officar, Maile Hiller, when she is unavailable.

In July 1989, I was requested by NRC Region I managetient to

make followup calls to the States of New Ham ~ shire and Massachusetts confirming p

uur invitation to state representatives to review an Augmented Inspection Team draft report of ar inspection at Seabrook concerning the termination of low power testing and reactot abuLduwn.

During my conversations with the state officials, including Mr. Peter Agnes, State of MatMhu>etts, the follvwing points were made:

a) the AIT. inspection report would be made available for their review in the Region I offices, b) subsequent to their review, the Region's technical staff would be available to answer any questions concerning the report, and u__ __ _ _

c) the State represer tatives would not be permitted to take a copy of the report with them since the licensee had not seen the report yet and NRC was not prepared to release tha report to the public.
