Approximately 35 limited appearance statements were made orally before me on September 28 and 29',

and additional statements were submitted in writing.

In the course of the limited appearance session, I was impressed by the sincerity of many of the speakers and the depth of their concern.

It appears to me to be appropriate for the Staff to consider-each of the comments in the course of preparation of its Safety Evaluation Report.'

I would also

'Two of the appearances were permitted at the close of the prehearing conference held on September 29 and the remainder were made on the evening of September 28.

'Some of the statements apparently were addressed to Rockwell activities for DOE, without relevance to NRC-licensed activity, and some of the references in these speeches may be too indefinite to pursue.

Some of the concerns relate to whether Rockwell's~ DOE activities have been.so faulty that they raise questions concerning Rockwell's fitness to pursue NRC-licensed activities; and these comments appear to me to require a response that the Staff is uniquely situated to provide.

Other concerns, including a statement by a local fire chief, question the i
