Dear Chainnan Jackson and Commissioners:
L RE: NRC l2tter RI-98 A 0105 A*A Mav 26; 1998 I filed an allegation with the NRC on May 5,1998. The attached referenced response letter from the NRC is grossly inadequate. I filed the allegation with the intent that the NRC, particularly Mr. Ted Eastick, l
obtain the Northeast Utilitics Employee Concerns Program (!!CP) file on concems that I and a fellow employee filed whh the ECP on October 24,1997.
My expectation, as stated to Mr. Esslick at the thne I filed my allegation whh the NRC on May 5,1998, was to meet wkh the NRC investigation and discuss shoeamlay in the ECP investigation ruport, i

Basically, my long standing concern has been that the NU Recovery Team has allowed my Nuclear Oversight youp to become dysfunctional. Since 1 initially raised my concem back in March 1997, additional infonnation came to light to Indicate that the entire Nuclear Oversight Department was similarly j

Projects Office (SPO) does not want to investigate my concem ftuther to cover up the fact ist the SPO l
60 knew of Nuclear Oversight's probierns with the Recovery Team early last year but took no significant g
action to insure that the NU Recovery Team took timely corrective action to remedy the situation.
L The history of my concem follows:
March 20,1997 - 1 raised my concern about Nuclear Oversight mis-management to Mr. Bruce Kenyon.
f No significant corrective action was taken.
March 27,1997 - 1 filed an allegation of the same concem with the NRC. Finally, the NRC responded I
l with letter RI-97 A-0086 on November 25,1997. This letter referred to NRC Combined inspection Report 50-245/97 203; 50-336/97-203; $0-423/7 203 dated November 21,1997. This combined I
inyection report confirmed my allegation but the NRC took no significant action to remedy the situation., }
