PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-78-83 This preliminary notification constitutes EARLY notice of an event of POSSIBLE safety or public interest significance.
The information presented is as. initially received without verification or evaluation and is basically all that is known by IE staff on this date.

Subject:
Use of Threaded Couplings for Rebar Splicing Diablo Canyon Plant Structural Modifications On April 12, an NRC inspector performing a routine construction inspection at the Diablo Canyon plant questioned the licensee's intended use of threaded couplers for splicing rebar segments to form dowels associated with structural modifications that are currently in progress at the g
plant. The modifications are safety related.
The use of threaded

couplers has not been approved by the,NRC.
Additionally, the licensee's SAR amendments which address the modification work do not describe the 1

- ' method selected for rebar splicing and dowel installation.
Subsequent to the NRC inspector's discussion with PG&E, the licensee directed their installation contractor not to begin rebar splicing work until this matter is resolved.
On April 13, the licensee informed NRC that rebar splicing work will not proceed until NRC has reviewed their proposed method for dowel installation and concurs with its suitability.
The issuance of a press release is not planned.
The Inspector notified the Region V (San Francisco) office at approximately 4 p.m. April 12, 1978.
