1. Final Amendment Signed by EDO On September 26, 1989, the Acting Executive Director for Operations approved a final amendment that amends 10 CFR 35.400, "Use of sources for

.Brachytharanv." This amendment, developed in response to a petition for ru emaking (PRM-35-7) submitted by Theragencies Corporation, adds y pa11adium-103 as a sealed source in seeds for interstitial treatment of ,

cancer to the list of sealed sources specified in 135.400. The change will reduce the regulatory burden on medical use licensees who plan to j use the sealed sources, but will not increase the risk to the public _

health and safety. -

This notice informs the Comission that, in accordance with the rulemaking authority delegated to the EDO, the EDO hat signed this final amendment and proposes to forward it on October 4, 1989 to the Office of the Federal Rpgister for publication, unless otherwise directed by the Comission.

1. Millstone Unit 3 Administered Requalification Examinations On September 22, 1989 the NRC presented to the licensee preliminary re-sults from an NRC administered requalification exam. Preliminary results indicated that two out of three crews failed the exam - one crew was an administrative crew, the other was an active watch standing crew. Addi-tionally, of the 12 individuals examined, 6 operators failed either the simulator or job performance measure portions of the examination. The NRC results differed with the licensee's evaluation which concluded that one operating crew and four individual operators failed.
